Changed the way how the KDE branding version is determined. This should reduce the number of rebuilds for this package based on KDE updates as that we have now more control over the real branding version (which only changes with major releases).Similar changes have been made to the KDE branding packages with KDE 4.11 Beta 2 submission (forwarded request 182082 from tittiatcoke)
