This SR corresponds to the re-opened Factory request 1116491.

The previous factory submission (1112898) was broken, it contained
the changelog entries for 2.3-rc4 -> 2.3 without actually containing
the 2.3 code. sr#1116491 fixes that. 
Thus the "Actually update" changelog entry.
