- Fix HPC build on ARM. It seems boost_serialization libraries are no longer implicitly build with this setup. - Add build support for gcc10 to HPC build (bsc#1174439). - Add openmpi4 flavors (jsc#SLE-16462).

Boost 1.75 for SP3 (jsc#SLE-14212) renamed version from
openSUSE:Factory/boost -> SUSE:SLE-15-SP3:GA/boost.175
Sync with chagnes in Factory
- added a missing dependency for libboost_iostream-devel
- make Boost.Build more verbose in the .spec file during
configuration so we can see errors with broken deps
