- Switch to a "proper library" packaging layout. Downstreams (namely,
  crun) are now able to cope with this. So do it, and get rid of a lot
  of RPM lint warnings and errors!
- Make it easier to turn on/off building the SEV-enabled library
* Patches dropped:
  not-set-soname-as-it-is-plugin.patch
