- Update specfile to use LLVM version 16.x. This will be removed in the future.

I want to maintain zig in openSUSE:Factory. I just use ExclusiveArch to aarch64 and x86_64 since they build successfully. However, idk why OBS now tells me that "nothing provides empty-fake-package" ?
