- Fix build with Leap 15.3 kernel due to the missing header
inclusion (boo#1183060):

- Refreshed 0001-Update-proc_create_call-for-5.6-kernel.patch
- Fix wrong usage of %{_libexecdir} for systemd owned directories
below %{_prefix}/lib and stop marking those files as %config just
because the end in .conf.
- Add patch to build with kernel 5.6

- BuildRequire pkgconfig(libsystemd) instead of systemd-devel:
allow OBS to shortcut through the -mini flavors.
- Use %{?linux_make_arch} when building kernel modules (boo#1098050).
- Depend on libelf to build correctly on tumbleweed
- Add %dir for %{_libexecdir}/modules_load.d as it is owned by systemd
and there is no reason to have that in deps
