  Major new features:
  * Adds support for separator characters (which adds a new optional
    argument). Thus increasing the version number to 3.1.0
  * Adds support for hexadecimal float literals.
  * Support for more architectures (aarch64_be, or1k and microblazebe),
    pnacl.
  * Uses static_assert with newer compilers.
  * Cleanup to avoid undefined casts (to make ASAN happy).
  * Adds exports_files to the blaze BUILD file (to export the LICENSE
    file).
  * Tom Jackson fixed a bug where the processed length included trailing
    junk.
