Localization support for DateTime.pm

DateTime::Locale is primarily a factory for the various locale subclasses.
It also provides some functions for getting information on all the
available locales.
If you want to know what methods are available for locale objects,
then please read the DateTime::Locale::Base documentation.

- updated to 1.39 see /usr/share/doc/packages/perl-DateTime-Locale/Changes 1.39 2023-05-28 - Fixed parsing of the 'el-polyton' locale code. This had the same issue as 'be-tarask', which was fixed in 1.36. This is now fixed in such a way that similar language+variant codes will be parsed correctly in the future. Reported by @yvanzo. GH #37.
