Fix bnc#829430 by moving .so into libmysqlclient(_r)?18 subpackages. rpmlint's warnings about them being devel files are bogus, but badness was over the limit, so fixed another rpmlint warning about bad shebangs in bench. (forwarded request 206812 from klaussfreire)

During the testing of the openSUSE update, Jiri Slaby found an issue that a requirement of libmysqlclient18 in the subpackage libmysqlclient_r18 is missing. This should be fixed with this commit (also fixed in the running updates). bnc#841709 (forwarded request 200169 from BenniBrunner)
