Relax Requires in libnl3-devel: speilcke wants libnl3-devel: Requires: %lname=%version, though it conflicts with e.g. Fedora Packaging Guidelines which demands %version-%release (and since openSUSE Packaging Guidelines are copied from there, that may have relevance). Dunno.

Reject of SR#82088 seemed not right. Answers to reject reasons: 1. license header is usually added when checkin is made to factory (autobuild script?) 2. the spec is clean 3. depending on -%release is prudent. the distro-level maintainer may decide to change something that makes %name-%version-1.1 incompatible with %name-%version-2.1.
