- The new libpaper also conflicts with paper directly, as /etc/paperspecs used to be in paper. Add split provides for the move from paper to libpaper for /etc/paperspecs.

- Try to fix upgrade issues:
+ Move paper provides/obsoletes to libpaper-tools sub-package:
the paper binary is there, making this the most correct place.
+ Have libpaper conflict with libpaper-utils: the old package
had doc files in /usr/share/doc/packages/libpaper, which now
conflicts.
- Do not package ChangeLog file: it only has a reference to 'check
git history' (not even with a link to the repository).

- Update to 1.2.2: * Allow the user paperspecs file to be invalid. * Make systempapername() return a value that must be freed by the caller. * Set free_xdg_config_home precisely when needed.
